More than half above average?

DID I detect a hint of bias in your page report (News Guardian, February 7)?

‘Almost half of the state schools in North Tyneside were just below the national average of 59.9 per cent of students achieving the government target of five or more A* to C grades’.

Does that mean that more than half of North Tyneside’s schools were above the national average?

And let’s just remind ourselves that, whatever the local or national average, you can only have 50 per cent above it and 50 per cent below it.
