ALLOWANCES: Are candidates higher quality?

I recall that the decision taken by the Labour members of North Tyneside Council to significantly increase their elected members’ allowances at a time of unprecedented cuts to local government funding was justified by a need to recruit higher quality councillors, who apparently would not want to stand given the previous level of allowances.

So, in the interests of transparency and democratic accountability, would North Tyneside Labour group like to explain which of its current crop of Labour council candidates for the May local elections are of this new, higher quality variety, and, furthermore, verify that these new, higher quality candidates would not have stood under the old allowances system?
